Confine your puppy to the small area, observe him and if he shows signs that he needs to go, such as circling, sniffing, whining or barking, place him on the puppy pad and say "go potty." Do this each time you think he has to go — be consistent.

Pick a place you can live with long-term, as relocating your dog’s inside bathroom later can cause problems. Use commercial puppy pads or, alternatively, newspapers or even a cat litter box filled with sod. Alternate where you take your dog so he gets used to both spots.

When your puppy starts using the pads more or less on his own, knowing where to go, and keeping to his schedule – you can move the pad outside. If you can’t really walk far to a nice spot outdoors, you can train your puppy to use the yard instead of the indoors, until he’s grown enough for longer walks.

If you eventually want to train your dog to go to the bathroom outside, it’s best to start using puppy pads by the door so the pads eventually become a safety net rather than a regular elimination spot. Move the pad closer and closer to the door and eventually move it outside, making the transition complete.
Once you bring your new puppy home do NOT use puppy pee pads. Never, never use a pee-pee pad or have a potty station inside your home after the puppy is 8 to 9 weeks of age. You want to expand on what the breeder has already taught the puppy and take it to the next level.
