Probably you only need to manually adjust the thermostat for 75 degrees. The heater will come on more frequently when the room is cool. Since aquarium heater thermostats are not always accurate, you will need to set the temperature by trial and error. When the thermometer measures about 70, adjust the thermostat so the heater just comes on.

Your heater is not broken your thermometer is. Heaters auto turn on and auto turn off when the heat is right and when the heat is wrong so wait it out and dont worry. If somone says your heater is broken thats bull. First of all, the OP doesn’t have a thermometer so I doubt it is broken. Second of all, relying solely on the thermostat of your heater is a pretty easy way to cook your fish.
